Annual Report

In the State of California, under the old permit, the annual certification meant having the SWPPP preparer update the SWPPP document and having resident engineer go over the SWPPP to recertify it prior to July 1. That requirement has been done away with and replaced with an annual report.

The annual report runs from July 1 to June 30 of each year and the report is due on September 1. The first annual report is due September 1, 2011. The report is expected to be submitted over the SMART system.

Preparation to preparing the report begins on July 1 of each year. The report will include the following information:

1. Details of all weekly inspections, quarterly observations, rain event inspections, and rain event action plans.
2. BMP Corrective Actions taken throughout the year.
3. BMP Corrective Actions not taken throughout the year.
4. Sample collection exception records.
5. Detailed summary and analysis of the stormater samples that were lab tested including methods used for each analytic parameter.
6. Documentation of all training for individuals responsible for compliance with the General Permit.
7. Documentation of all training for individuals responsible for BMP installation, inspection, maintenance, and repair.
8. Documentation of your Qualified SWPPP Developer maintaining the SWPPP.

Don’t be caught short come next September when your annual report is due. Make certain you are working with the erosion control experts that know the regulations and are expert at keeping your construction site fully compliant with the California General Permit.
